Maria Cecilia Soria is the Head of Privacy Regulatory and Incident Management of the PLDT Privacy Office, bringing nearly two decades of expertise at the intersection of corporate governance, technology law, and regulatory policy.

A pioneer in the Philippine privacy landscape, she established an early independent privacy practice in 2017 and co-authored the landmark Magna Carta for Philippine Internet Freedom.

Cecilia holds Certified Information Privacy Manager, Certified Information Privacy Professional-Europe, and Artificial Intelligence Governance Professional certifications from the IAPP. She graduated from the University of the Philippines Diliman and lectures for UP College of Law’s Mandatory Continuing Law Education program.
